It's Too Late, He did not Win??

I don't have much more time here, and perhaps I misread this, but according to this link, am I to believe that Gord did NOT write the song 'It's Too Late, He Wins'?

I think the story on the link says that "It's Too Late" was on a single with the flip-side being "Negotiations". It's saying "Negotiations" was not written by Gord.
