Lavender,you have to go to the city personally (by phone or E-mail) or get a petition going to make it happen.
I think ours "just" happened. Truthfully,it doesn't look bad,it's just the decor is (as I mentioned) futuristic concept in 1988 and now it's just boooorrrrriiiiiiing!
